Browser Extension Development Guide: Step by Step for Chrome, Firefox and Edge

Browser extensions have become important pieces of software that personalise, speed up and simplify the way people use the web.

Whether you want to build an ad blocker, a password manager or a productivity tool, developing a browser extension is more approachable than you might think.

This guide covers the steps, technical requirements and current policies for building browser extensions for Google Chrome, Mozilla Firefox and Microsoft Edge.

What Is a Browser Extension and What Is It For?

Browser extensions are small software components that extend what a browser can do. An extension can change the interface, observe or influence behaviour on web pages, or add an entirely new capability.

Common uses:

  • Productivity tools: note taking, to-do lists, time management.
  • Privacy extensions: ad blocking, cookie control, tracking protection.
  • Developer tools: API testing tools, error tracking extensions.
  • Personalisation: themes, custom shortcuts, page editing.

All modern browsers (Chrome, Firefox, Edge) use a shared framework called the WebExtensions API. That makes it possible to build extensions for several browsers from a single codebase.

Tools and File Structure

Before you start, these are the basics you need:

  • A code editor: Visual Studio Code, WebStorm or Sublime Text
  • Knowledge of JSON and JavaScript
  • Browser developer modes

Most extensions are built from these files: manifest.json, background.js, content.js, popup.html, popup.js

The manifest.json File

This file is the heart of your extension. It tells the browser which permissions you are requesting, which files to run and how the extension should appear.

Building a Chrome Extension

Step 1: Enable Developer Mode

  1. Go to chrome://extensions/ in Chrome.
  2. Turn on Developer mode at the top right.
  3. Click "Load unpacked" and select your extension folder.

Step 2: Testing and Debugging

Chrome offers excellent debugging tools for extensions. You can trace problems with console.log and watch interface changes as they happen.

Step 3: Publishing (Chrome Web Store)

Google has tightened its developer verification process.

  • Identity verification or company registration is mandatory.
  • Submissions without a Privacy Manifest file are not accepted.
  • Every extension must state clearly how it uses user data.

Publishing steps:

  1. Go to the Chrome Web Store Developer Dashboard.
  2. Create a developer account for a 5 USD fee.
  3. Upload your extension as a ZIP file and add your descriptions.
  4. Wait for it to pass Google's automated and manual review.
  5. Building a Firefox Extension

Mozilla Firefox was the first browser to adopt the WebExtensions API, so most extensions you build for Chrome will run in Firefox with small changes.

Step 1: Testing

In Firefox, go to about:debugging#/runtime/this-firefox to load your extension. Use "Load Temporary Add-on" to select the .json or .xpi file.

Step 2: Manifest Compatibility

Firefox has also moved to Manifest V3, but some API differences remain (particularly around service_worker). You may need conditional checks so the extension runs cleanly in both browsers.

Step 3: Publishing (addons.mozilla.org)

Publishing goes through addons.mozilla.org (AMO), Firefox's developer hub. The process is faster than Google's, though sharing your extension's source is recommended.

Building a Microsoft Edge Extension

Because Microsoft Edge is Chromium-based, it is very nearly compatible with Chrome extensions as they are.

Step 1: Developer Mode

Go to edge://extensions/ in Edge and turn on "Developer mode". You can load the same extension folder with "Load unpacked".

Step 2: Publishing (Microsoft Partner Center)

Microsoft accepts extensions through Partner Center. The process:

  1. Open a developer account at partner.microsoft.com.
  2. Choose "Edge Add-on" as the application type.
  3. Upload the ZIP file and identify the manifest.
  4. Review usually takes 3 to 5 business days.

AI-based content analysis has become mandatory for Edge extensions. Microsoft expects strict compliance with its privacy policies, particularly for extensions that collect data.

What to Watch When Building an Extension

Privacy and KVKK Compliance

If your extension collects any user data, you must say so in a clear privacy policy. That policy has to appear as a clickable link in the extension's description. A corporate page such as www.arcayazilim.com/privacy can serve as the link.

Performance Optimisation

Because extensions run continuously in the background, memory use matters.

  • Avoid unnecessary event listeners.
  • Optimise chrome.scripting and browser.runtime calls.
  • Do not leave setInterval loops running outside of user interaction.

Security

Avoid eval() and external scripts in your extension. Chrome and Firefox reject that kind of code automatically.

Professional Development and Publishing Support

Building browser extensions is technically approachable, but each platform's review policies, privacy rules and API requirements change constantly. Professional support at this stage shortens the time to release considerably.

Browser extensions are small tools with real power to change how people experience the web. Thanks to the WebExtensions standard, Chrome, Firefox and Edge have made extension development both easier and safer.

A successful extension takes more than technical knowledge: it also needs design focused on privacy, performance and user experience. Built with the right strategy, an extension can reach millions of users and make your brand more visible online.
